Reservations for SC and ST candidates in promotions within government jobs are governed by the Telangana State and Subordinate Service Rules, specifically Rule 22. These rules outline the roster system and the percentage of reservations for different categories, including SCs and STs. Telangana has also recently implemented sub-categorization for SCs, dividing the 15% reservation into three groups (I, II, and III) to ensure equitable distribution of benefits
Roster System:
The roster system is used to ensure that the prescribed percentage of reservations for SCs and STs is maintained during promotions
Percentage of Reservations:
The standard reservation percentages for SCs and STs in promotions are 15% and 6% respectively
Telangana has implemented SC sub-categorization, dividing the 15% reservation into three groups (Group I, II, and III) with specific allocations for each
Carry Forward of Vacancies:
If sufficient eligible candidates from a particular SC sub-group are not available for promotion, the unfilled vacancies are carried forward to the next recruitment cycle within the same category, according to government orders
Minimum Service:
A minimum period of two years of service is stipulated in the category, class, or grade from which promotion is proposed, according to government orders
Ad-hoc Promotions:
In exceptional circumstances, ad-hoc promotions may be resorted to, but the claims of eligible SC/ST candidates must be duly considered based on seniority-cum-fitness
Reservation for persons with benchmark disabilities (PwBDs):
In Telangana, government jobs, including promotions, have a 4% reservation for persons with benchmark disabilities (PwBDs). This reservation is in accordance with the Rights of Persons with Disabilities Act, 2016. The reservations are applied to the total number of vacancies in each category of posts within a cadre
Applicability:
The 4% reservation for PwBDs applies to promotions in all government establishments, including direct recruitment
Interchangeability:
If a post is identified as suitable for one category of disability, the reservation is given to that specific category. If suitable for two categories, the reservation is distributed equally between them, ensuring overall 4% representation for PwBDs according to doptcirculars.nic.in
Roster Points:
Reservations are applied at specific roster points, typically those reserved for PwBDs, not in a bunched manner
Medical Assessment:
Physically Challenged applicants claiming reservation are subject to assessment by the State Medical Board after certificate verification, and their report is considered final
